The North Carolina Department of Environmental Quality (DEQ) is the lead stewardship agency for the protection of North Carolina’s environmental resources.<\/p>\n

The organization, which has offices from the mountains to the coast, administers regulatory programs designed to protect air quality, water quality, and the public’s health, and also works to advance an all-of-the-above energy strategy that fits North Carolina\u2019s needs.<\/p>\n

he Drinking Water State Revolving Fund<\/a> was created with the 1996 amendments to the Safe Drinking Water Act. Because the DWSRF is federally-seeded, the loans are subject to additional federal regulations regarding environmental review, outreach for disadvantaged business enterprises, payroll (Davis Bacon and related Acts), etc.Congress provides funds for states to establish revolving loan programs for funding of drinking water projects. States provide 20% matching funds.<\/p>\n

The Clean Water Fund<\/a> has been capitalized for 20 years and can fund individual projects up to $30 million. The Clean Water State Revolving Fund (CWSRF) Program was created by the 1987 amendments to the Federal Clean Water Act.<\/p>\n
