The Tennessee Department of Environment and Conservation exists to enhance the quality of life for citizens of Tennessee and to be stewards of our natural environment by: Protecting and improving<\/strong> the quality of Tennessee\u2019s air, land, and water through a responsible regulatory system,\u00a0 Protecting and promoting<\/strong> human health and safety, Conserving and promoting<\/strong> natural, cultural and historic resources, and Providing a variety of quality outdoor recreational experiences.<\/p>\n

Drinking Water State Revolving Fund (DWSRF)<\/a> loans are available for the planning, design, and construction phases of public water systems. DWSRF provides low-interest loans to cities, counties, utility districts, and water authorities for drinking water infrastructure.<\/p>\n

DWSRF loan interest rates range from zero percent to market rate depending on the community’s per-capita income, taxable sales, and taxable property values.<\/p>\n

TDEC\u2019s CWSRF program<\/a> uses a priority ranking system to develop a list of projects to fund. This Priority Ranking List (PRL) is developed from reviewing community and public wastewater system requests for assistance. Once requests are received projects are ranked based on criteria and procedures outlined in the Clean Water State Revolving Fund’s Priority Ranking System Rules, Chapter 0400-46-01, for ranking proposed wastewater treatment projects. This ranking system forms the basis for eligibility determinations and the allocation of Clean Water State Revolving Fund (CWSRF) loans from the State Revolving Fund Loan Program (SRF Loan Program).<\/p>\n
